test saltwater aquarium?

I have the API (Aquarium Pharmaceuticals) 5 in 1 aquarium test strips, but do not know what the general hardness, carbonate hardness, pH, No. 2, No. 3 Or is supposed to be. We lost the role, well not have fish or live rock yet. so what are supposed to be in? and is there something else that should be testing? yu that after a week its been nice to get the rock and (maybe) or a star shell fish, we already have things growing on the sides of the glass. so if in a week the water is still toxic, it is dead matter in my live sand?

are you supposed to live rock immediately to cycle the tank, then once all the ammonia, nitrites and nitrates are zero can add fish, corals, and inverts.
