If the filter and heater to always be ON in an aquarium?

I have an aquarium size 36'x12'x15 (3ftx1.5ft). I have put some tetras, mollies, catfish and some colorful fish and plants living there .. I installed Taiyo SP1000A filter and 200w heater Amazon .. Now can anyone tell me if I run the filter and heater all the time ..? or just filter all the time and depending on the temperature of the heater No. ..? Giuda me .. plz I am very confused about that .. Because some of my fish died recently (I tried both inside and out) ..
