aquarium filter not working?

I went to college and left my tank to take care of my mom. When I was quite dirty. and now, my filter does not is functioning properly, is used to suck water from the tank and then pull back to the top and releases bubbles with it, now its detachment bubbles (probably not oxygenate the tank?). Is this b / c it could be clogged or something? I change the filter cartridge thing? I mean, it was pretty Again, I only had about 2 weeks. How often am I supposed to change the filter cartridge?

Yes, you are probably clogged with garbage out of the tank, you can rinse the cartridge in water tank only, the carbon in the cartridge only lasts a couple of weeks … but in reality you do not need to substitute for up to 1-2 months.
