Is the Aquarium grade silicone, in a tube, glass work to keep together?

No, the frame around the glass bowl holds it together. The silicone is given a degree of adhesion, but not enough to hold the glass together. But I guess it depends on the application, most of all. If your desire to keep only a small piece of glass on a wall, it can work.
