I have an awkward turtle keeps tipping and finishing at the back …?

It is an African sideneck a large aquarium. All you have there is one, heater of the filter and the lamp light up and a block with a turtle landing flat on it. Even if I make a ramp with gravel to brick, is up to the most Upper landing, resulting in him falling back and back. I had to "rescue" him plenty of times already. Not even know if he is able to flip over! Does anyone know of a safe landing turtle that may be attached below and will not be suspended for suckers? I am very concerned that he will die as he makes no effort to right itself.
