What set of 100 watt heater top fin aquarium 20 gallon tank?

I bought this and the instructions are lost. I want to tropical fish. It was stated that 20 gallons of water, but it feels cold and 3 / 4 up.

Depends on the fish. Find your fish in the following link and check the temperature requirements. Use a thermometer, heater sometimes not accurate set points.
