Can you cycle a tank with a filter plate?

I have a 2-liter aquarium that comes with a filter that I'm going to put a betta in Ijust came yesterday so it is obviously not ready, but the cycle of tank with an UGF? I'm probably going to put a different filter because the type of air pump that bothers me, but at least a cycle before I can get a new filter?
