Why is my goldfish out of air on the surface?

I bought a black moor goldfish 2 days ago. We live in a 30 liter aquarium biOrb (Which is also new, but has established three days before the fish were taken as directed). For the last 24 hours or so, fish has been steady on the surface without air in the same place. The tank has a cylindrical tube to the center and is therefore well Airat. Any ideas?
