I can use "top" output "CFL power used as recommended for low light?

I have a light fixture I light output over to my aquarium. The light has three bulbs and 3 x 60W MAX says, so just bought some compact fluorescent bulbs actually use only 18W, but say that replace 75W bulbs. Are these bulbs can be used in the 60W rated lamp?
