I'm having problems with my tank ….?

I can not find a way to get enough watts per gallon of fresh water in my 29 gallon tank community! My plan is to make it a planted tank soon so I need more light …. I have and 18 "tubes that I believe is 15 watts …. I do not want, but every new thing or light cover ….* watevr where are some good places to find compact fleurescent lights for an aquarium? * As it sits on the side of the aquarium or a lamp pendant. * Also what is a good brand of light bulb full spectrum? * I am also having trouble deciding on what fish should be … I have 4 guppies, tetras 5glolite, 2 shrimp, a snail, a dwarf African frog, which intends to be 2-3 Otos to help keep the tank algae free when I get all plants. I want the fish to almost all those in South America or Mexico (that general area )….* what's that other kind of fish from this area would either through swimming rox driftwood and plants? * * Also what is a good way to get more of filtration in the tank? *

What I did before I was willing to spend money on good lights, I went to the hardware store and has a double-sided screw in the light socket. ($ 2) and 2 screws in compact fluorescent lamps.
